Guess what? Just out of curiosity, I checked a Ubuntu 22.04 running cheap fanless PC (only for AV purpose to watch youtube movie and netflix in my poor old TV). HPET is available but it's using TSC. I changed it to run with HPET and found that both A & V quality improved quit obviously. It's quit surprising to me. I'm finding how to make it use HPET by default.
